This assumes the N-1 release is working though, which is not always
valid when there's an issue (sometimes release N doesn't work, so
there's release N+1 that still has a problem, but then release N-1 would
be gone).

Wouldn't it also increase the repodata size significantly, which is
already a problem for dnf resource usage, especially on small devices
like Raspberry Pi?
