Apache Arrow 10.0.0 has been released.

At present nobody is using libarrow except Ceph. (Which I am the maintainer of.)

I will be rebasing libarrow to 10.0.0 within the next couple of days.

And now Apache Arrow 11.0.0 has been released. (Two weeks ago actually.)

I will be rebasing to 11 shortly.
