presets don't work for package upgrades where a new unit is added.
'systemctl preset' (or equivalent) is only called in two specific situations:
- when a package is first installed
- when we boot an unconfigured system (with empty /etc) for the first time

In other cases, presets for a new unit need to be handled via %triggerun.
I added a comment with some code in the pull request.
