Update to clamav 1.0.0 coming next week to rawhide

I will be updating clamav to 1.0.0 next week in rawhide.  This includes 
a switch to rust, a soname update and a slight API change.  Dependent 
packages have been rebuilt here:
 https://copr.fedorainfracloud.org/coprs/orion/clamav-1.0/builds/

Fix for klamav has been filed here:
 https://src.fedoraproject.org/rpms/klamav/pull-request/1

This has been in the works for quite a while due to the switch to rust. 
Many thanks to Fabio Valentini for reviewing all of the rust dependencies.
