I guess the xorg modesetting driver should work for that case, no? I thought the QXL xorg driver was removed, but if it is supposed to be installed, then it should remain in the list of dependencies for xorg-x11-drivers of course. FWIW, xorg-x11-drv-qxl fails to build, but I'll leave that to its maintainer(s) to sort out.
