Is there a specific reason it needs to be their premade tarballs? If not, it looks like you should be able to pull the tarball from the tag in their git repo, which appears to be public.

The link to pull the tarballs should be something like: "https://git.dev.opencascade.org/gitweb/?p=occt.git;a=snapshot;h=refs/tags/V7_7_0;sf=tgz" (where you can replace the tag as needed with the one for the version required)
_______________________________________________I tried moving to a mirror (or what I thought was a mirror) on github but discovered that the releases are not in sync.I guess I could download the source and then reupload to fedorapeople.org but that seems less than ideal.
