Incomplete thought:

--update=ALL modifies all snippets in /boot/loader/entries, not just the BLS snippets the currently running root owns. This brings up the concept of each installed distro, whether literally a different distro or merely an additional instance of the same distro, having ownership of its BLS snippets and not owning other BLS snippets.

Fedora A should not be modifying Fedora B's BLS snipets, but it does. And now breaks them since the change earlier this year mentioned in the bug.
