I think it's helpful to have a mailing list for discussion and leave the
issue tracker for tracking bugs/RFEs or other work that's already agreed
upon.
Going from history, let us start getting people actually interested and showing up to see what might be done. Then we can look at mailing lists and other communication methods to help track things like builds, bugs, and such.
