Was there a transient network problem or something on your test, perhaps? I guess this may also happen if the network does not work out of the box on your system, but requires you to go through the network spoke first to make it work. anaconda will try to set up the repo right away when it starts up, so if the network isn't yet working at that point, it will likely fail and end up in this state.
