Non-responsive maintainer check for package ModemManager

This is an accompanying mail for [0] in accordance with "Non-responsive maintainer policy"

ModemManager[1] has some abrt issues [2][3][4][5] and also need a version bump[6][7] to support new hardware.

A PR was sent about two months ago and no action from the maintainer. For the past two years, "Peter Robinson" is the sole committer to this package, while listed 4 maintainers has no commits.

To fix both problem A bump to version >= 1.18.12 is suggested. [8]
