Package version stored in the repository metadata and the package itself in
the repository went out of synchronization. Either you have stalled metadata
cached on you system, or the mirror experienced a glitch.

Now the mirror have both these data synchronized. The up-to-date vim-minimal
version is 9.0.803-1.fc38.

If you still experience the problem, I recommend flushing PackageKit cache on
your system, or report a bug against PackageKit. It's similar to this bug
report <https://bugzilla.redhat.com/show_bug.cgi?id=2084281>.
