Unfortunately, it depends on which documentation page you look at.
The Package Maintenance Guide [2] does explain it:
"Side tags are cleaned up 30 days after creation,
or 14 days if they have not been used at all."

These two pages basically have the same information,
with different gaps.
Things would be simpler if they were merged together.
Personally, I would expand Package Maintenance Guide,
because it is part of the Package Maintainer Docs,
and that more of the docs that package maintainers need
would be in one place.

As for getting a pre-warning about expiring side tags,
with instructions on how to extend the lifespan,
and well as instructions for re-creating the side tag afterwards:
both sound great from packager maintainer's perspective.
