Because Fedora also targets regular users who are not experts and also because it would make it much easier for all users to find and install that package (for example by entering "h264" in GNOME Shell Overview on a RPM Fusion enabled system) instead of requiring them to search/install the package via dnf. If it will be available only via terminal, it will probably get ignored by many users, at least this is my opinion.
