Yes, you can submit builds for various Fedora and EPEL releases even if you have problems with others. Even if you submit all the Bodhi updates in one go, you cannot ensure that they hit users at the same time. Getting karma in Bodhi, mirror sync delays and users' update schedules make the end result unpredictable. Perhaps it is a good idea to start from Rawhide and work in order of decreasing release numbers, to avoid situation where a newer release has an older version, for extended periods of time.
