It is true, we need a cooperation with maintainers of many components, but not everything on the list is critical for transition or proposal itself. First of all we are not going to remove old DNF from the distribution. Then only DNF and DNF5 directly conflict therefore there is some room for an extension of transition period, but it depends on particular component. Components that installs content on the system has higher priority for transition then other use-cases with DNF.
