There are solutions by Russian companies which use WebAuthn and were
certified by Russian state (FSTEK). For example, Avanpost Web SSO and
Avanpost FAM were certified in 2021. They are using tokens from Aladdin,
Feitian, and Rutoken, compatible with FIDO2 U2F/WebAuthn. These products
are certified and allowed for use in Russia.
I happen to know as they support FreeIPA integration officially.
The issue right now is not a non-certified usage but a basic
unavailability of these tokens inside the country. However, this is a
completely different store.
