After removing the sub-package references I am now getting:
dnf install ./akmod-hid-ite8291r3-0.0-1.fc36.1.x86_64.rpm ./hid-ite8291r3-kmod-0.0-1.fc36.1.x86_64.rpm

Error:

- nothing provides hid-ite8291r3-kmod-common >= 0.0 needed by akmod-hid-ite8291r3-0.0-1.fc36.1.x86_64
(try to add '--skip-broken' to skip uninstallable packages)
