Of course, only the deprecation will be moved to F38.
The removal is stalled until the deprecation is completed. Once done, the new Fedora change will start from the beginning, containing the removal.
It looks like the community is okay with moving the deprecation to F38, so I'll move it.

Moving the *deprecation* to F38 should be fine (since that is a
metadata-only change and an additional incentive to port packages to
pcre2), but moving the *removal* to F38 is probably not.
