I've opened https://pagure.io/releng/issue/10943

I went ahead and untagged the R build, from both f37 and eln. Can someone make sure to rebuild R once more in the side tag so that it has a higher release number than the build that was just untagged? Otherwise I am fairly sure it's going to cause issues when merging the tag (and this also ensures it's correctly rebuilt against the new icu).
