No, this is not how mass rebuilds work. If ODE 0.16 was only built as part of the mass rebuild and wasn't available in the buildroot during the mass rebuild (and I don't think it was), then all the other packages that depend on it were still built against the older ODE 0.14 version as part of the mass rebuild. Once the mass rebuild is merged back into f37 then all other packages that depend on ODE are going to have broken dependencies.
