Actually it's NOT enabled by default, and we do not propose to change that. To get Flathub, users must either:

* Press the Enable Third-Party Repositories button on the Third-Party Repositories page in gnome-initial-setup, or * Flip one or more switches at the bottom of the Software Repositories dialog in GNOME Software

The goal is to make it easy for users to find third-party software if they choose to enable it, but by default stay limited to only open source software provided by Fedora.
