This package is already dropped from Rawhide. Upstream will drop all
support for .NET Core 3.1 (dotnet3.1) at the end of this year [1]. The
next version, .NET 6 (packaged as dotnet6.0), already builds and runs
against OpenSSL 3.0 as well.
