Oh, and by the way, the above is not a technical hurdle. ffmpeg-free is ABI-compatible and packages can be moved from RPM Fusion to Fedora right now. They will just loose the ability to decode/encode HEVC and encoding via libx264 will not be available if ffmpeg-free is installed at runtime.
