I see the problem: https://pagure.io/releng/new_issue?title=Unretire%20rpms/git-up&template=package_unretiremet There's a typo in the URL the button takes you to (should be unretiremeNt). Otherwise it would take you to the correct template. The component that's responsible for that button should be either https://pagure.io/pagure-dist-git or https://pagure.io/pagure itself, I'm not sure, because I can't find the code for it in the pagure-dist-git plugin.
