I'd vote for 3 changes: 1. make the word "proposal" all-caps: Subject: F37 Change: Legacy Xorg Driver Removal (System-Wide Change PROPOSAL) 2. add a header at the top of the email: Note: this is just a PROPOSAL … smthng … will be voted … announced when approved 3. add something to the Change page template to show a banner as long as it's not in approved state. Looking at the page, it's entirely not obvious that this is just a proposal, unless you know exactly where to look halfway down the page. It'll also help users who reach the wiki page independently.
