I think this is reasonable. gettext is directly required by a not-too-large number of packages, but grub2-tools is one of them. If its dependency is reduced from ~5 MB to ~0.8 MB, we'll get this saving on most normal installations. I'd say go for it, make sure that both packages are installed on upgrades (*), and publicize the change to all affected packagers. (*) I.e. both packages after the split should have Obsoletes on the old package with a version before the split.
