It's not publicly available, nor would it likely be all that useful to the average package builder. The build system for Fedora _Extras_, where more and more packages are migrating to, is described at this page: http://www.fedoraproject.org/wiki/Extras New build system infrastructure for Extras is coming along which, when python stops segfaulting with m2crypto & threads, will hopefully ease the Extras package build process quite a bit.
