I don't know why creating an override is not possible, but besides that you have three
options:

(1) Wait until the package reaches a stable updates repository
<https://bodhi.fedoraproject.org/updates/FEDORA-2022-76fa4d50e7>. It usually
takes a week.

(2) Build qpwgraph into f34-kde side-tag as it was done with qt6-qtbase
<https://koji.fedoraproject.org/koji/buildinfo?buildID=1929750> (fedpkg build
--target f34-kde). Then add qpwgraph into
<https://bodhi.fedoraproject.org/updates/FEDORA-2022-76fa4d50e7> update.

(3) Create your own side tag (fedpkg request-side-tag), tag
qt6-qtbase-6.2.3-2.fc34 there, build qpwgraph there, and then create an update
from the side tag. Not to clash with the existining update
<https://bodhi.fedoraproject.org/updates/FEDORA-2022-76fa4d50e7> on
qt6-qtbase, you will probably need first to untag qt6-qtbase from your side
tag.
