Have you seen https://docs.fedoraproject.org/en-US/package-maintainers/How_to_Get_Sponsored_into_the_Packager_Group/#become_a_co_maintainer ? It's a separate path to becoming a packager. You can onboard them as a co-maintainer of an existing package. It sounds like a good match for your situation.
