I had the same problem with my local mock build for rawhide.

Rawhide is no longer f36, but it is now f37, and IMHO the GPG keys do not match. For me locally helped to clean the rawhide builtroot with "--scrub -all" and then rerun the build.

However, I do not know, how to handle this situation in CI.
