With system-install-packages apparently moving toward a yum backend (or
with whatever yum GUI we end up with), it ought to be fairly
straightforward to try and resolve deps from configured repositories
even when installing non-repo RPMs.  In the FC4 case, that would fix
your issue a) above for compat-libstdc++-33, right?

This can already be addressed in FC4 using:

# yum localinstall some-package.rpm

where yum will go off and get any required dependencies for the rpm to be installed.
