I would like to prefer to go with for Fedora 36:
> 3. do not ignore already broken weak rich deps (partially reverts the change)

It will enable lang packs user case but provides significant part of requested functionality.
I created PR (https://github.com/rpm-software-management/libdnf/pull/1439) with the change but it has to be tested first.

Probably it would be nice to present the state of the feature. The feature was delivered even into F35 but by default it is off.
