Looks like there's multi-person confusion going on ... The update has *not* been pushed to f35 updates-testing, even though the announcement makes it sounds like it was. In reality it is stuck in the rawhide "testing" state limbo in bodhi (which is not composed into a real "updates-testing" repo!) due to failed gating tests, so the package really is available *nowhere* right now. Except that 4.0.0-rc1 was already built and pushed to rawhide three days ago, but it was not announced then.
