We don't mass rebuild again any time we fix some wrong-code issue in gcc, that would be many times a year, only if we know it affects significant amounts of packages. And even in those cases it can be a targetted test mass rebuild with instrumented compiler to warn us that it triggers that bug and from that determine what needs to be rebuilt (we've done it several times in the past).
