That would break the use case of running it on an image based (i.e. readonly /usr) system *client side*.

We settled on having it in /etc in https://bugzilla.redhat.com/show_bug.cgi?id=2034360 because that works symmetrically across both.  It's also keeps the backups closer to the original files (e.g. they're more likely to be on the same file so reflinks could be used).  I think these authselect backups are really similar to e.g. `.rpmnew/.rpmorig` and similar.
