See https://docs.fedoraproject.org/en-US/packaging-guidelines/Scriptlets/#_saving_state_between_scriptlets, the /var/lib/rpm-state/ directory is what Fedora recommends for communicating state from one scriptlet to another. Not used or endorsed by rpm itself, and not related to the database at all.
