FWIW I agree with you. In particular I remember a similar effort for R packages (the last example):

There is a tag called "top-40" that it is not used consistently, e.g, the previous entry:

The nice thing in this type of reports is how the different packages are placed together in related areas.


And yes this is a time consuming task. :-)
