I think it's Koji which sometimes doesn't return rpm headers, so we
assume an empty changelog to not make the whole update creation to
crash. [1]

Maybe Bodhi queries Koji too early? Or Koji emits the build completed
message too early? It seems that querying the build changelog after some
hours it works (just tried with the two updates above).
