Fedora Workstation has GNOME Initial Setup to take care of those
parts, most spins do not have an initial setup wizard configured. This
allows Fedora Workstation to be preloaded on computers quite easily.

If Fedora Cinnamon wanted to do this, they could choose to configure
the Anaconda Initial Setup program to take on those things. Fedora KDE
is looking to do that, for example, in order to make it easier to
preload Fedora KDE on computers.

However, by default, the OEM mode isn't configured in spins, and that
needs to be done by the spin developers.
