you still have xclock and you can build it on copr ( for example
https://copr.fedorainfracloud.org/coprs/build/2980373
) 

About package review you need do something like [1]
you may use fedora-create-review  [2] you will need 
bugzilla api-key [3] .

But do you really think we should have oclock package on Fedora ?
