there SHOULD be annoucements in fedora-annouce-list for each 'set' of
packages in updates-released. Unfortunately the creation of
annoucement text is not automated and maintainers have to remember to
provide the annoucement text and that doesn't always happen. The
annoucement text can lag the release of the packages.
If an update goes without an annoucement for a few days its
appropriate to file a bug report in an effort to remind the maintainer
to produce the annoucement text.

Long term i think everyone agrees that some sort of infrastructure and
client tools that expose notification text to users is a good idea,
but i don't think its an immediate priority considering other issue.
