Unfortunately the creation of annoucement text is not automated and maintainers have to remember to provide the annoucement text and that doesn't always happen. The annoucement text can lag the release of the packages. If an update goes without an annoucement for a few days its appropriate to file a bug report in an effort to remind the maintainer to produce the annoucement text.
