Debian has much less strict rules for multimedia patents than Fedora. E.g., 
Debian has always held the viewpoint that codec patents are only enforcible 
against encoders, not decoders, and was happily shipping MP3 decoders back 
when the MP3 patent(s) had not yet expired.
