Problem 1 I can fix myself since it is my own local package, but problem 2 I am not sure how to fix. Is it a bug with pam_mount, or with cryptsetup?

It's a problem with pam_mount. There is no successful build for F35 yet: https://koji.fedoraproject.org/koji/packageinfo?packageID=2720

If you don't need it, you could remove it.
