And perhaps post the list here. I'd be interested in knowing which ones do that, and in some cases I can generate patches.

I've noticed that this is a common difference between RH packages and those generated from upstream tarballs, with the upstream packages tending to turn things on and the RH spec files tweaked to not do so.
