You were looking almost in the right place. There's a separate section about claiming retired packages. [1]

I missed that. Thank you Artur! Now I know what to do next.
 

tl;dr: If it was retired for more than 8 weeks, it needs to go through the Package Review process again.
After the review is approved, instead of filing a "new repo" ticket, you need to file a "claim ownership" ticket.
