I agree.  In practice it would likely be easier to ensure that we have
clearer instructions for setting up qemu and timely delivery of images
to run on qemu, eg through virt-builder.  (I don't know about anyone
else but I much prefer to work on something in a local environment.)
This would be something for the person hired above to do.
