That's right. There's only one kernel-headers package installed at a
time, so removing it will remove everything depending on it.
Ok, so that begs the question: What is the right procedure to test a
new/experimental kernel and remove it when done?
Just remove kernel-core. That should remove all the other kernel
packages specific to that kernel version, but not the headers.
