Let me add that you will have to sign the Fedora Project Contributor Agreement (FPCA), which I think takes care of fedora-contributor.

I second the suggestion to look at the co-maintainer route, especially since it looks like you are the current upstream maintainer for inotify-tools.

Also, note that you do *not* need to be sponsored to get started. Sending a PR to update inotify-tools would be a great first step. You can also add inotify-tools to anitya (https://release-monitoring.org/) so that a bug is automatically filed whenever there is a new upstream release.
