I would expect to use the dynamic DLLs supplied by mingw32/mingw64 packages. As mentioned in other replies we have a majority of the libraries already packaged. The *-static packages are designed for development and distribution of files outside of Fedora.

@Sandro Mani is the major MinGW contributor for Fedora and may want to review this discussion as well.
