Same issue here. Go to System Settings > Workspace > Shortcuts. I had
two entries for KRunner there for some reason: one showing the icon
and a blank one. I removed the latter and configured the shortcuts in
the other, and now it works fine again.

Mine has been broken for some time as well.  This inspired me to try and fix it.  I had the same duplication, including the blank icon.  Removing that did not work for me, however.  I noticed that I have a "Run Command" entry and a "KRunner" entry.  The Alt+F2 and Alt+Space bindings were on "Run Command", so out of curiosity I tried moving them to "KRunner" instead.  That *did* work for me.  I don't know if these are different names for the same thing or what's going on exactly, but I'm happy to have the basic feature back.
